DESIGNED FOR COMFORT (DfC) offers many resources for owner/developers of qualified
affordable multifamily and supportive housing rehabilitation projects:
Program Resources:
Cash
incentives are offered to owners/developers if they meet the eligibility criteria
for this program:
Owners/Developers: Multifamily retrofit
projects can qualify for cash incentives that will help pay for energy
efficiency upgrades. The upgrades must result in a building that performs
20% better than the existing design in order to avail the cash incentives.
Home Energy Rating Systems
(HERS) Raters: HERS Raters are required to inspect and verify the
energy efficiency measures before and after installation and submit a
verification certificate. This certificate is sufficient to demonstrate
that the project meets elevated energy efficiency standards and qualifies
for the program incentives.
Energy Consultants: Energy
consultants are to provide compliance documentation showing that the
measure upgrades are designed to perform at least 20% more energy
efficient than existing conditions.
Assistance and
training (workshops and one-on-one expert consultation) to help the
project design team analyze the most cost-effective options for energy
efficiency upgrades
Support
with locating readily available, proven energy-efficient equipment and
materials
Public
recognition — participating projects may be showcased as examples of
cost-effective investments in energy efficiency, comfort and durability
Greater comfort, greater savings and
greater value for the retrofitted projects

Eligibility Criteria:
To be eligible for the program incentives,
your project must:
Be of one of three project types:
Small
Multifamily Projects: Existing multifamily affordable housing
property with three (3) to eight (8) dwelling units on residential rates
Large Multifamily Projects:
Existing multifamily affordable housing property with nine (9) or more
dwelling units on residential rates
Special Needs Housing:
Existing supportive housing property with either group housing or single
room occupancies on residential rates
Building
must be in the service territory of Southern California Gas Company and/or
Southern California Edison
At least 10%
of the dwelling units must be occupied by income qualified tenants
during the time of qualifying for the program
Install
qualifying energy efficiency measures that must result in a 20% energy
efficiency improvement over the existing building condition
A HERS
Rater must be hired to inspect existing conditions and verify the energy
efficiency measure upgrades
An energy
consultant may be hired to provide design assistance and prove the 20%
improvement over existing conditions

Program Timeframe:
All projects must complete their rehab and HERS Rater final inspection by
December 31, 2008.
Funding is limited and participation us available on
a first-come, first-served basis until December 31, 2008 or when funds are
