Notice: The SCE incentive portion of the Designed for Comfort program is fully subscribed and all SCE-funded projects must be completed and inspected by July 31, 2008. Southern California Gas Company incentive funds remain and are available for gas measures only however, projects must be completed and inspected by December 31, 2008. DESIGNED FOR COMFORT (DfC) is an affordable multifamily and supportive housing incentives program, capturing one of California's most critical areas for energy savings - the older building stock. DfC offers a number of incentives to affordable multifamily housing owners to incorporate energy efficiency savings into their rehab projects, many of which were built before an energy code even existed (pre-1978). Cash incentives are provided to owners who improve energy efficiency by at least 20% over existing conditions. Incentives for an energy consultant and a Home Energy Rating System (HERS) Rater are also offered to help offset the cost of analysis and verification. Developers /owners who participate in the program help their tenants to save energy, reduce energy bills and improve comfort and may increase the value of their properties.

Eligible properties must be within the service territories of the two California investor-owned utility companies (Southern California Gas Company and/or Southern California Edison) and include existing, affordable multifamily buildings and/or special needs housing (owned by public housing authorities, non-profit or for-profit affordable housing owner/developers).

DfC emphasizes increased comfort and energy efficiency by offering an integrated analysis of your building with measure upgrades, such as:

High performance windows
Energy-efficient water heating
Improved wall and ceiling insulation
High efficiency space heating and
  cooling equipment

In addition to cash incentives for these upgrades, each unit of participating projects receives an EnergySmart Pak consisting of energy efficient lighting and water saving devices, further enhancing energy and water savings. Upon completion of the project, the DfC staff offers to hold a workshop for the tenants to increase their awareness of the energy efficiency improvements the owner made to their dwelling units.
